Are you using a scanner?
If you're scanning from reaaaaaal big pieces, try using the 'unsharpen tool' to make your images more 'sharp' at smaller size. That goes for anything you reduce in size by more than 20%. Another trick is to try and only reduce image by no more than 30% at a time. Photoshop [an all photo engines in fact] cannot handle redrawing pixels from way big to way small without making 'mistakes' [ie: making your image seem blurry and dull]
